    would a ground or air source heat pump combined with photovoltaic solar help toward zero carbon or would the energy consumed by the pump be too much for the panels to provide

    Get enough panels with a connection to the national grid, so that excess energy can be ’stored’ in the grid and drawn down when needed and you can move toward zero carbon.

    However, that’s a high technology solution - better to first consider minimising energy usage, through air tightness, insulation etc.
